Smear tool will not work on Paint Shop Pro X2?

I have a picture I want to get dirty, so when I clicked it creates smear automatically a new art layer media. Then when I tried to smear, it is not visible. The colored pencil, markers, etc. all came, but would not be defamation. What should I do to make the test tool to show: Here? Is a screenshot http://i19.tinypic.com/6o44aw4.jpg

I'm not 100% sure, I use PSP9, but did you try and turn this layer horse? So instead of Media Arts 1 you have activated, click the Raster 1 layer and make it active. Sorry if this does not work hopefully someone who uses X2 can help.
